In a first setback at ministerial conference, ESA forced to accept 12-month delay in approving global ISR constellation

BREMEN, Germany — The European Space Agency (ESA) has met resistance to its proposal to jump-start a global intelligence, surveillance and reconnaissance satellite constellation and will now give its member states — particularly their defense ministries — another year to approve financing for it.

The decision marks the first defeat for what’s expected to be an otherwise broad success for ESA’s attempt to collect subscriptions from its governments for 22.25 billion euros ($25.7 billion) at the two-day ministerial conference that began here today.
