BRUSSELS — Small satellite manufacturer Open Cosmos is asking international regulators for a one-year extension of its June 10 deadline to launch half its Ka-band broadband satellite constellation, arguing that the January failure of India’s PSLV rocket made it impossible to meet the deadline.
