When China, Russia, US, Europe debate space security, active debris removal can look like a counterspace threat

LA PLATA, Maryland — A recent UN conference on space security that was sponsored by all five permanent members of the UN Security Council raised issues including the perceived threat of in-space servicing, assembly and manufacturing, active debris removal and risks of autonomous decision making in space by AI.

In Japan, Europe or North America, seeing a robotic arm or a satellite orbiting in proximity to a piece of space debris as a threat might seem unlikely. But when you add Russian and Chinese delegations to the discussion, it’s clear . . .
