PARIS — The German government maximized its impact at the European Space Agency’s ministerial conference by swooping in with about $400 million in perviously undisclosed cash in the conference’s final hours to claim or extend German leadership in a half-dozen programs.

Thomas Jarzombek, Germany’s Federal coordinator for aerospace policy, headed the German delegation to the conference and openly discussed the strategy after the meeting ended Nov. 28:
