LA PLATA, Maryland — Telecom regulators in Canada and Costa Rica, whose territories include large areas uncovered by terrestrial cellular, said they are grappling with satellite direct-to-device (D2D) service using mobile satellite (MSS) spectrum and how to enforce regulatory compliance by these services.
Both nations have created regulations that oblige satellite network operators using terrestrial cellular spectrum to reach formal agreements with mobile network operators. Satellite services using MSS spectrum that allows them to bypass the telcos and create their own D2D business is another story.
