PARIS — A Chinese purchase of the radio-spectrum assets of OneWeb Global Ltd. will almost certainly go through if China is the highest bidder at OneWeb’s bankruptcy auction planned this summer, regardless of what the U.S. or European governments think of it, U.S. and European officials said.
