PARIS — Imagine you are a German or Italian or Spanish government or industry official being asked to affirm support for Europe’s Iris2 multi-orbit broadband connectivity constellation.

You support the idea generally but are concerned that it will come in late and way over budget. You are also worried that Iris2 has taken on too much of a French coloration.
