PARIS — The investor group that purchased Canada’s UrtheCast out of bankruptcy with a promise of immediately building a constellation of optical Earth observation satellites has created a blank-check company looking to purchase one or more satellite startups in the Asia-Pacific.

Endurance Acquisition Corp. on Sept. 15 closed a $200-million IPO on the U.S. Nasdaq exchange, giving itself 18 months to find a target in the space and wireless-technology industry.
