PARIS — The European Commission said it is managing the 15.6-billion ($18 billion) Iris2 multi-orbit secure communications network with regular reviews of industrial progress to keep it on schedule and the right to preempt commercial capacity on the network and assign it to European military and security forces during an emergency.
