LA PLATA, Maryland — International regulators declined to approve a request from Norway, on behalf of Viasat Inc., to extend the deadline for maintaining access to Ka-band frequencies at 28 degrees west, saying it lacked confidence in the planned service date for Viasat’s GX7 satellite intended to occupy the slot.
