WASHINGTON — The ongoing battle between GEO and non-GEO orbit (NGSO) satellite operators over NGSO power limits has generated opposition to all new satellite technology in the developing world, according to the spectrum-strategy manager at the National Telecommunications and Information Administration (NTIA).

Scott Blake Harris, a former head of the U.S. Federal Communications Commission’s (FCC) international bureau, said satellite operators are making the mistake of leaving out less-developed nations in the discussion of advanced satellite broadband delivery platforms.
