PARIS — Government and industry officials involved in the European Commission’s proposed broadband/secure communications satellite constellation said the unknowns still far outnumber the knowns:

How big a role the private sector will play? What the satellite architecture will look like and how it will be financed?

It’s basic stuff, and nothing is more basic than securing the necessary radio frequencies.
