LA PLATA, Maryland — The European Commission’s proposal for managing awards of S-band mobile satellite spectrum gives a large preference to EU companies to assure EU digital sovereignty while allowing non-EU bidders to compete, under certain conditions, for a third of the spectrum being made available.
The Commission’s procedure, published May 27, reserves one-third of the spectrum — two contiguous paired blocks of 5-MHz — for bidders proposing a multi-orbit business offering narrowband and broadband service for secure EU governmental and critical communications.
