African Union, South African space agencies: We were blindsided by Rwanda’s 327,000-satellite ITU filing

DUBAI — The heads of the African Union and South African space agencies said they were as surprised as the rest of the world by the Rwanda Space Agency’s regulatory filing for 327,320 satellites in low Earth orbit.

Since the filing, made between late September and early October to the International Telecommunication Union (ITU), Rwandan officials have said little about their motivations or whether they have solicited support from neighboring governments: https://bit.ly/3BW59A9
