PARIS — The European Commission promised to submit a legislative proposal on constellation of satellites for broadband access and quantum-key-encrypted secure communications in early February including details of who’s financing the network’s estimated 6 billion euros ($6.8 billion) in cost.
The Commission in recent months has repositioned the proposal to better appeal to European military forces, which are expected to appreciate the constellation’s multi-orbit architecture, and the low-latency LEO component.
