WASHINGTON — European Space Agency (ESA) Director-General Josef Ascbacher has maintained his goal of collecting 22 billion euros ($25.3 billion) in the final days before the agency’s Nov. 26-27 ministerial conference, scheduled in Bremen, Germany.
