LA PLATA, Maryland — The February 2022 attack on the ground network of ViaSat’s Ka-Sat commercial broadband satellite remains a signal event not just in the Ukraine war, but as a harbinger for how future wars will be waged as the distinction between “commercial” and “military” satellites disappears.
Among the many issues raised by this attack — actually two simultaneous attacks — is whether commercial satellite operators need to rethink their liability for risks that are not covered in conventional space insurance policies.
