LA PLATA, Maryland — The Exploration Co. (TEC), a German-French company associated with a contract to provide a cargo return vehicle to future commercial space stations, has reached an agreement with struggling UK launcher startup Orbex Space to purchase Orbex pending the approval of the British government.

The deal, if consummated — for now it’s just a Letter of Intent — will almost certainly include a reference to the 112.3 million euros ($131.5 million) the UK government originally set aside for Orbex as part of the European . . .
