PARIS — Telesat’s selection of Airbus as prime contractor for the multibillion-dollar Telesat LEO constellation, which industry official said was made at least informally some weeks ago, had certain built-in advantages.

Then the British government big-footed onto the scene and made it all complicated. It’s not clear where LEO’s going now.

For Telesat, the good news began in March with the Chapter 11 bankruptcy filing of OneWeb Global Ltd. Here was a rare opportunity.
