PARIS — India’s telecommunications regulator, confronting figures showing India as lagging behind other nations in broadband adoption, is proposing that India’s satellite telecommunications be modified to loosen the grip of India’s space agency and its commercial arm.

Whether this is yet another false dawn or an indication of real change in India remains to be seen.
