DEGAGNAC, France — SpaceX performed 2,219 collision-avoidance maneuvers on its Starlink broadband constellation in the six months ending May 31 in what the company said is less a measure of the dangers at a 500-km orbit than of SpaceX’s self-imposed standard for when to conduct such maneuvers.
