PARIS — On one side: High-altitude telecom platform designer Airbus and LEO broadband operator OneWeb. On the other side, representing terrestrial wireless interests: AT&T and the Global mobile Suppliers Association (GSA).

But what counted at the Dec. 10 spectrum workshop was the moderator in the middle: Ahmed Alsohaily, chief technology advisor at Saudi Arabia’s Communications and Information Technology Commission (CITC), which organized the workshop with the International Telecommunication Union (ITU).
