PARIS— Major satellite fleet operators warned that if global regulations do not punish irresponsible behavior in low Earth orbit, even civic-minded companies will start acting irresponsibly.

Rare is the industry where so many industry players — constellations big and small, operators in LEO, MEO and GEO orbits, startups and established businesses — have asked for laws to put a break on industry activity.
