LONDON — The NATO alliance expects by late 2019 to complete an MoU with Britain, France, Italy and the United States for about 1 billion euros ($1.2 billion) to provide 15  years of SHF-, UHF- and EHF-band satellite capacity starting in 2020. The purchase is part of an overall NATO package of 1.5 billion euros
