France offers LEO radio spectrum to EU, outlines mini-launcher scenario, endorses ESA exploration plan

PARIS — French President Emmanuel Macron said France would make French-registered radio spectrum available to the European Commission’s constellation of low-orbiting satellites for secure connectivity and would also help finance the project.

Macron said Europe needs its own LEO constellation for future high-speed connectivity in order to avoid being dependent on non-European mega-constellations that, he said. He mentioned OneWeb and Amazon’s Kuiper Systems by name.
