PARIS — European governments said they are working on a still-undefined “roadmap” to reorganize Europe’s launch sector to enable long-term sustainability, but it’s unclear what they can do to reverse the factors inside and outside Europe that have put the launcher industry in trouble.

While they are doing this, Europe’s launch industry is weighing layoffs and reduced working hours to get through 2021, which will likely be as bad as 2020.
