PARIS — Intelsat would receive a maximum of $4.85 billion in incentive payments if it succeeds in clearing its share of the 3.7-4.0 GHz slice of C-band spectrum over the continental United States by September 2023 under the U.S. Federal Communications Commission's (FCC) proposed order.

SES would receive $3.99 billion under the proposal, while Eutelsat, which is pursuing . . .
