PARIS — Rodolphe Belmer’s nearly six-year tenure as Eutelsat chief executive may be judged as much by the success of the OneWeb broadband constellation as anything else.

It was under Belmer that Eutelsat fully committed to broadband, both for consumers and vertical markets, as the company’s future growth vector, even as direct-broadcast television continued to provide two-thirds of Eutelsat’s revenue.
