SEVILLE, Spain — The outage of Europe’s Galileo global positioning, navigation and timing network in July was a result of the unclear lines of authority between the European Union, its Galileo operational authority and the European Space Agency (ESA), outgoing European Commission Vice President Elzbieta Bienkowska said.
