BRUSSELS — The absence of a clearly European-owned and operated constellation of low-orbiting broadband satellites has security implications with the advent of a quantum communications infrastructure, European government and industry officials.

The value of low latency for many commercial applications remains a subject of debate, but officials said there’s little doubt about its advantage to a satellite-terrestrial quantum communications network.
