PARIS — Thailand’s domestic satellite telecom sector appears in as much disarray as ever as a planned auction of satellite slots and the signing of concession agreements with winning bidders is delayed just five months before fleet operator Thaicom’s rights are set to expire.

The National Broadcasting and Telecommunications Commission (NBTC) has been forced to lower minimum-bid prices for the four blocs of satellite locations it is auctioning.
